Controlled Substances Task Force

In addressing the issue of drug abuse by its’ citizens, the state of South Dakota is unique in that it is the only the state that makes ingestion of a controlled substance a felony offense, resulting in expensive incarceration for drug addicts.

As a member of a legislative task force examining that issue over the summer and fall, District 18 Senator Craig Kennedy says states across the nation are concluding that locking up drug addicts does not effectively address the issue of drug addiction.

Kennedy says the alternatives to incarceration that are being explored all require adequate funding to achieve the goal of reducing the harm caused by addiction.

Kennedy says the task force explored ways to achieve early intervention, greater access to treatment and potential alternatives to incarceration for controlled substance offenders.
