Capital Outlay Fund-Local Control

An apparent change in attitude by lawmakers in Pierre regarding local control on a number of issues faced by school districts has not gone unnoticed by local officials.

Superintendent Wayne Kindle says a change in state law in 2016 regarding school district’s capital outlay plans is and will continue to have negative consequences here in Yankton.

 

Kindle says many of these types of decisions are better addressed by members of local communities and not state legislators.

Kindle says another issue that has been effectively addressed for a number of years by the Yankton School District has been the concerns expressed by legislators regarding the use of bathrooms and locker rooms by trans-gender students.
